Licence to operate as a Satellite Centre
LEIA is the trade association representing the majority of UK lift, escalator, stairlift, service lift and platform lift companies and suppliers
LEIA was requested to become an EAL Assessment Centre by its membership in order that that the standards of training should be monitored and improved for the training specific to this industry. LEIA has been involved in writing Evidence Routes for qualifications for many years.
The assessment centre is recorded on certificates issued by EAL. Registration and the subsequent certification through LEIA offers learners a certificate which include the Association’s name as the Assessment Centre, reflecting the industry in which the learner is qualified. This can only be achieved if the candidate is registered through LEIA.
To our members, a certificate bearing the LEIA logo, assures the employer that the candidate has been assessed by Lift / Escalator industry experienced assessors with evidenced Continual Professional Development.
Assessment Centres registering with LEIA will become ‘Satellite Centres’, and maintain that status by conforming to EAL standards and the conditions below. Satellite Centres will be expected to be an EAL Assessment Centre in their own right.
The roles and responsibilities of the Internal Quality Assurer (IQA) and Assessor will follow the standards of the awarding body in maintaining quality and accountability of training and approval.
LEIA, as an assessment centre, requests a commitment from those assessment centres wishing to register their IQA and Assessors directly involved with lift or escalator etc. qualifications.
In appointing a training provider as a Satellite, LEIA will undertake vetting of the experience and qualifications of the Assessors and IQA to ensure that they have appropriate experience in the industry and are suitable to undertake the work of Assessor and IQA
Centres wishing to deliver lift qualifications as a LEIA satellite centre must demonstrate having access to and an understanding of the current relevant British Standards related to Lift and Escalator technology, including but not limited to BS EN 81 series, BS EN 115, BS 7255, BS 7801, BS 5655 and BS 8486.
REGISTRATION REQUIREMENTS
- A CV for each IQA and Assessor highlighting relevant experience gained and maintained.
- A copy of an appropriate IQA and/ or Assessor qualification for each individual.
- A copy of any appropriate technical qualifications.
Experience and Qualification Requirements
IQA
An IQA will have a general engineering background. They should be capable of understanding basic engineering principles and must have a working knowledge of the processes, techniques and procedures that are used in the relevant occupation.
An IQA will have current evidence of continuing professional development in assessment and quality assurance principles shown on their CV.
An IQA must hold one of the following assessor qualifications or their recognised equivalent:
- the Level 3 Award in Assessing Competence in the Work Environment, or
- the Level 3 Certificate in Assessing Vocational Achievement, or
- A1 Assess candidate performance using a range of methods, or
- D32 Assess candidate performance and D33 Assess candidate using differing sources of evidence.
An IQA must hold one of the following internal quality assurance qualifications or their recognised equivalent:
- the Level 4 Award in the Internal Quality Assurance of Assessment Processes and Practice, or
- the Level 4 Certificate in Leading the Internal Quality Assurance of Assessment Processes and Practice, or
- V1 Conduct internal quality assurance of the assessment process, or
- D34 Internally verify the assessment process.
Assessor
An Assessor must have specific lift, escalator, or stairlift/ platform lift experience gained in employment.
Assessors must be able to demonstrate that they have verifiable, relevant and sufficient technical competence to evaluate and judge performance and knowledge evidence requirements as set out in the relevant unit learning outcomes and associated assessment criteria. This will be demonstrated either by holding a relevant technical qualification or by proven industrial experience of the technical areas to be assessed.
The assessor’s competence must, at the very least, be at the same level as that required of the learners in the units being assessed.
An Assessor will have current evidence of continuing professional development in assessment principles, shown on their CV.
An Assessor must ideally hold the same (or equivalent older) qualification as is being assessed.
An Assessor must hold one of the following qualifications or their recognised equivalent:
- the Level 3 Award in Assessing Competence in the Work Environment or
- the Level 3 Certificate in Assessing Vocational Achievement, or
- A1 Assess candidate performance using a range of methods, or
- D32 Assess candidate performance and D33 Assess candidate using differing sources of evidence.
